Ronan Lamy:

When the `pypy3` executable cannot locate its standard library, it should print an informative error message and exit. Currently, it attempts to call `initstdio()` and crashes there, because that function requires a working importing machinery. The solution is probably to move the initialisation of the stdlib path and filesystem encoding out of `app_main.py` and to interp-level. (this is a follow-up to pull request #415)
