New issue 2859: pypy3 fails to install numpy

I know this has been mentioned before but it's been months and we still cannot use pip to install numpy.

I'm using latest version of pip on WSL Ubuntu 18.04.  I've searched everywhere for solutions but at this point it just seems that pypy doesn't support numpy.
