New issue 2825: pypy3 application cannot start

Bob Alexander:

Trying to start pypy3-v6.0.0-win32.
Message from OS: The application was unable to start correctly (0xc000007b)

This happens on one of my Windows 10 PCs (an Intel core i7) -- works fine my other one (an Intel core i5).
Have downloaded and re-downloaded a few times, all with the same result.
This issue is not blocking me -- it's just FYI.
