[pytest-dev] pytest-twisted needs a new maintainer

I can't totally agree with this. pytest community is responsible anyway for
the pytest plugins whose original authors/maintainers want to resign.
And that was one of the main reason for me to push for the pytest-dev team
- the guarantee that even if the plugin's author doesn't work to do
anything for certain plugin anymore, the community will take over and will
at least do bugfix releases/merge PRs, this is not so much of work. And why
it's required to have explicit maintainer - it's not clear to me fully.
PS: pytest-twisted is actually useful and used by the people, so loosing it
is a bit sad
