[pytest-dev] Moving pytest-rerunfailures to pytest-dev

Hi there! I’m moving forward and therefore want to transfer the maintenance of pytest-rerunfailures to Steffen Allner (you have probably met him at the pytest sprint this year, he is also working at gocept).
Therefore could you please:
* Add Steffen Allner (sallner at GitHub) to the pytest-dev team and the pytest-rerunfailures-admin group.
* Add Michael Howitz (icemac at GitHub) to the pytest-dev team and the pytest-rerunfailures-developers group.
