[pytest-dev] the move of pylib to github is technically finished

Hi all,


i finished the move to github and did a few simple fixups
in the process i learned various details, and fixed bugs in the
migration tool

now i feel confident i can do the same for tox in the afternoon.

i'll finish up the detail works with pylib and create issues wrt its
updating to pytest 3.x

then i#ll focus on tox
