PEP 3101 had addressed this in an earlier draft, but it was dropped 
mainly due to the fact that the PEP was already long and complex enough, 
and because some folks had some issues with the idea. In the spirit of 
"pick your battles", I decided to leave that particular battle for 
someone else to fight.
