Actually, the BOM *is* a character: ZERO WIDTH NO-BREAK SPACE,
character class Cf. This function of the code point (as a character)
is deprecated, though.

??? U+FD00 is ARABIC LIGATURE HAH WITH YEH ISOLATED FORM,
U+FDEF is unassigned.
