[Python-3000] getargs.c

String/Unicode/Bytes handling in getargs.c is in dire need of some
love; also the docs need to be made consistent with the implementation
w.r.t. where a string/unicode is needed, whether null bytes are allowed,
etc.

Perhaps something for the PyCon sprint?
