New hosting for pyCGNS and pyC5

Now the CGNS/Python module and the CGNS/XML proposal and C5 compiler
are hosted at Berlios. This site is extended and some pages are still
imcomplete. However the downloads are up-to-date.

The old site will be removed this summer.
