This usually means that some other application has installed a bad
CTL3D32.DLL, and when the WISE installer attempts to use it, it fails.
There is an option in WISE you can set for the installation to use
"internal 3D effects" - the documentation is very scant on this, but
it appears this will prevent WISE from trying to use this file. It
may be worth setting next time you go into WISE (although we need
someone with the problem so we can determine if we have fixed anything
:-)
