pdb (python debugger) tends to drop (ignore) breaks in multi-file debugging.

I wish I had time to isolate the offending code but I don't.

I've done extensive work with bdb and pdb, and never seen this.  I believe we can close this as irreproducible, and I will in a few days unless someone screams or describes a reproduction scenario.
