Details: I just implemented RFC 1861 -- SNPP for a company, and they are letting me release it Open Source. snpplib.py is based on smtplib.py (very similar protocols) and is in use in a fairly hefty production system at the moment. I know that the Perl folk have snpp support in their net library, so I wanted to offer up mine for the Python distribution. Sorry if this isn't the right forum for that. 
I've opened a SourceForce project for it called PySNPP, because I have a higher level implementation class as well, but I don't think it's quite as well suited for being in the distribution. 

The files should be up here on SourceForge by tomorrow. You are more than welcome to snag them if you like.
