Summary: site-packages initialization

Initial Comment:
It seems that site.py does not support site-packages 
on Windows. I do not know whether it is bug 
or "feature".

It does not check neither for site-
packages/subdirectories nor pth files.
Simple workaround is to reproduce
the code which handles site-packages
under un*x.
