Initial Comment:
When pydoc generates pages on NT, it has a link to the file at the top right corner. This should use 
url  "file://x:/x.py" instead of "file:x:/x.py" note the two slashes after file://

This will ensure that it works with netscape as well as internet explorer.

This is fixed by using nturl2path on Windows.
