Summary: dumbdbm docs: flag,mode ignored

Initial Comment:
The docs for dumbdbm contain references to flags
and modes, but don't note that these are utterly
ignored by the dumbdbm module.
In particular, anyone using the docs and assuming
the 'n' flag works as described will find their life
getting unpleasant.

Fixed dumbdbm to honor the mode argument (Lib/dumbdbm.py
revision 1.15), and documented that it was ignored in older
versions; also that the flag argument is ignored
(Doc/lib/libanydbm.tex revision 1.20).

Revised documentation for Python 2.1.2 to reflect that both
are ignored in that version (Doc/lib/libanydbm.tex revision
1.18.12.1).
