Summary: problem with imports in an if-statement

Initial Comment:
I'm not sure if this has been submitted already or 
not.  I searched for it, but I don't have the time 
needed to check all the results.

The problem is with importing modules inside of an if 
statement.  The attached file should be self 
explanatory.  I might add that this only seems to be a 
problem when the code is inside a function.
