Summary: doctest.py needs docs

Details: I need to write something up for Fred.  The doctest docstrings are
too much info -- need a much quicker intro for the Library Manual, and
point to the docstrings for unusual cases (I personally almost never use
*any* of the fancy stuff!).

Assigned to Fred.  But bet he'd like it if someone else with LaTeXification
powers did this.  I'm not mentioning Moshe by name, though.
