Summary: fpectl module is undocumented

Details: Lee Busby's fpectl module is undocumented.  I'm going to send him
an email (using what may be an old email address) to see if he'd like to
document this module.  Assigned to me to make sure something happens with
this.

Received response from Lee -- he should be able to get to it in the next
month.  Once I have his text I'll add it to the documentation and build
some docstrings as well.
