Summary: \seepep{} not correct in HTML translation

Details: The Perl code generates an incorrect URL for PEPs in the 
\seepep{} command in the {seealso}; the URL for PEP 230 is
http://www.ietf.org/rfc/rfc230.txt.  Seems to be a simple oversight...

Note that the \pep command is correct.
