Summary: 2.1a Mac OSX build fails on "-lm" switch

Details: 
The new setup.py system hardwires the -lm switch
with "libraries=['m']" in several places (rather
than getting switches from a config file)

This breaks the Mac OSX/Darwin build as that system
has no libm -- those functions are folded into
the system framework. ( There's been some discussion
on the Darwin dev. list of putting fake stub libraries
into /usr/lib to solve this, but if it happens, it
won't happen for a while.  )

I only submitted this bug once, but for some
reason, reading it in the browser and returning
to the buglist seems to cause it to be duplicated!
