Summary: FTPLIB still missing "PASV" by default

Initial Comment:
According to "Python Library Reference", by 
default "ftplib" uses PASSIVE mode.

This is not the case for Python 2.2.

In fact, the problem was already discussed more than a 
year ago, in http://sourceforge.net/tracker/?
group_id=5470&atid=105470&func=detail&aid=226851. 
Nevertheless, the problem persists. The patch was not 
commited, it seems.
