Summary: How to install some stuff to /usr/sbin

Initial Comment:
I'd like behavior identical to "scripts" but want
certain files to go to /usr/sbin instead of /usr/bin

How can I accomplish this?

I've been thinking build scripts needs to get a little
smarter anyway.  Will look at this.
