# The source code for the Expat XML parser is now
included with the Python source, so the pyexpat module
is no longer dependent on having a system library
containing Expat.

then a few lines later:

# Python now includes a copy of the Expat XML parser's
source code, removing any dependence on a system
version or local installation of Expat.
