Summary: traceback "as_string" functions.

Initial Comment:
It would be nice for the functions in the traceback 
module to have an "as_string" (or "to_string" equivalent).

So, as well as the "print_tb" function, you'd have a 
function called "print_tb_to_string" which doesn't need a 
file argument, and returns a string.
