Summary: packages doc in the tutorial

Initial Comment:
The packages section in the tutorial (6.4) could be 
more explicit about the fact that top-level packages 
are supposed to be direct subdirs of dirs on sys.path.

It seems that is this not stated explicitly.

The section seems to come straight from the 
packages' essay, which  in the whole made that clear.
