Summary: urllib.urlencode

Initial Comment:
The documentation should mention that for 
urllib.urlencode, it has an inverse function which is 
cgi.parse_qs (and vice versa). I was initially looking for a 
urllib.urldecode function, and then thought there wasn't a 
function to do what I needed.

Alternatively, these functions may need to be grouped 
together.
