Initial Comment:
The bug tracker page
(http://sourceforge.net/tracker/?atid=105470&group_id=5470&func=browse)
asks the user to login even when I'm already logged in,
i.e. it has the text: 

  Please log into SourceForge to submit a new report.

where "log into SourceForge" is a red link to the login
page.

I've tried other projects on SourceForge, and they
don't have this text, which makes me think it's project
specific.  That's why I'm reporting it here (though I
can't find an appropriate category).  Also, it's the
fact that other projects don't have this that makes me
consider this to be a bug - I went around in circles
trying to log in successfully until I realized, by
checking with other projects, that this message didn't
mean I wasn't logged in.

I suggest getting rid of it entirely, which is what I
see other projects doing (though I can't claim that two
or three projects is a representative sample). 
Alternatively, change the wording to read "If you don't
see  'Submit New' above, then you're not logged into to
SourceForge.  You can login <here>."
