Summary: sdist generates bad MANIFEST on Windows

Initial Comment:
The generated MANIFEST file has Windows slashes
separating path components.  If you use this MANIFEST
on Unix, it will bomb complaining the the files are not
"regular files."  If you generate a MANIFEST on Unix,
it will work on Windows.

Presumably the solution is to replace \ with / on Windows.
