Summary: Shortcut keys don't work when CAPS LOCK is on

Initial Comment:
IDLE for win32 does not execute keyboard shortcuts when
CAPS LOCK is on or the SHIFT key is is pressed.

e.g. ctrl-C doesn't work if it's a capital C.
