Summary: Whats New for 2.4 "SafeTemplate" patch.

Initial Comment:
Feel free to assign this back to me if you'd like, I
can apply it if it's kosher.  The "What's New in 2.4"
document shows a demonstration with "SafeTemplate()"
used.  It should be "Template()", but using the
"safe_substitute" method.  The text and example are
correct except for the use of SafeTemplate instead of
Template.

Also, I added my name to the string.rsplit()
description as the contributor.
