In section, 16.1.6.5 The Window Manager, there is one
problem exists in the given example.

Please change the first line of the example
FROM:
import Tkinter

TO:
from Tkinter import *

Or to 'from Tkinter import Frame' or prefix 'Frame' 
with 'Tkinter.' in its two appearances.  However, OP's version 
is consistent with, for instance, 16.1.2.2.
