Summary: Compile fails for configure "--without-threads"

Initial Comment:
When using the configure option "--without-threads", a
subsequent make fails with:

libpython2.4.a(pystate.o): In function `PyThreadState_New':
Python/pystate.c:191: undefined reference to
`_PyGILState_NoteThreadState'

This is evidently caused by not compiling the function
when "#ifdef WITH_THREAD" is not true.
