Summary: C API doc for PySequence_Tuple duplicated

Initial Comment:
Python/C API documentation for PySequence_Tuple is
duplicated.
  http://docs.python.org/api/sequence.html

$ grep -n PySequence_Tup Doc/api/abstract.tex
781:\begin{cfuncdesc}{PyObject*}{PySequence_Tuple}
{PyObject *o}
812:\begin{cfuncdesc}{PyObject*}{PySequence_Tuple}
{PyObject *o}

One says::
  Returns the o as a tuple on success, and NULL on
failure. This is equivalent to the Python expression "tuple
(o)".

The other says:
  Return a tuple object with the same contents as the
arbitrary sequence o. If o is a tuple, a new reference will
be returned, otherwise a tuple will be constructed with
the appropriate contents.

They need to be merged.
