Summary: cookielib undefined local variable error

Initial Comment:
The domain_return_ok() method in DefaultCookiePolicy
class got Undefined local variable exception with
cookies returned by some websites. I couldn't see the
cookie which caused the problem. But it seems this is
because the local variables dotted_req_host and
dotted_erhn are first assigned in a if statement and
might not be always defined.
