Summary: configure incorrectly adds -OPT:Olimit=0 for icc

Initial Comment:
When using Python 2.4 and the Intel C Compiler,
configure adds -OPT:Olimit=0 to BASECFLAGS. This is
because using icc -OPT:Olimit=0 does not produce an
error, but instead an irritating warning for every
source file compiled.

$ icc -OPT:Olimit=0 test1.c; echo $?
icc: Command line warning: ignoring option '-O'; no
argument required
0

$ gcc -OPT:Olimit=0 test1.c; echo $?
cc1: error: invalid option argument `-OPT:Olimit=0'
1
