In Makefiles, a $$ should expand into a literal $
distutils.sysconfig doesn't deal with this.
>>> print open('a.make').read ()
FOO = $${bar} bla bla
>>> sysconfig.parse_makefile ('a.make')
{'FOO': '$ bla bla', 'bar': ''}
