Why do you think it is Japanese? It is fairly unreadable, but it looks
like Latin to me. In particular, I can recognize the text "Personal
firewall software may warn..."

What do you mean by "opens with Japanese character set"? Can you provide a
screenshot?

Can you figure out what font it is using?

Changing default character size to 20 removes the issue
