[issue1948] Cant open python gui using VISTA

Ok I figured out what happened once I got the error message on the command
prompt.

Since I installed Python on another account, I could not run it on the
current account Im using now.

To solve this I had to disable the UAC option.

P.S. vista sucks.

Oh and you can close this bug.
