[issue4063] sphinx: make all-pdf does not exist.

Hi,

after sphinx-quickstart and running "make latex" I get:
Build finished; the LaTeX files are in build/latex.
Run `make all-pdf' or `make all-ps' in that directory to run these through 

user at host:...> LANG=C make all-pdf
make: *** No rule to make target `all-pdf'.  Stop.
