[issue5338] Typo in Python/C API sect 1.2.1

In Section 1.2.1 of the 2.6.1 Python/C API documentation, I believe
there is a typo.

First sentence in second paragraph in "Reference Count Details" subsection.

"... function passes it a reference..." should be
"... function passes in a reference..."
