Here is a tentative start on this.  (css_v1.diff)

The css file is much better.  It's shorter, simpler and validated.

The header and navbar panel use it in the new server.

Added a markup call to the topic page contents.  (The same markup call is already used for the doc strings.)

Extra items in the css are what I come up with from testing different ways of doing things.
