[issue5094] datetime lacks concrete tzinfo impl. for UTC

Thanks, Daniel.  This was a leftover from the previous patch.  The latest patch does not actually change utcnow().  Instead the users should call datetime.now(timezone.utc). Fixed in issue5094d1.diff.
