In the python source:

find -name "*.py" | xargs grep 'os.chdir'

gives 143 instances of its usage. 

I looked a couple of them (subprocess.py, forking.py) and found that
returning a value as per your suggestion would add in an additional
line of code instead of any obvious advantage.
