FWIW, one of my RH colleagues (John Dennis) has written a set of Python bindings for NSS:
  http://fedoraproject.org/wiki/Features/PythonNSS

(Though that seems to me to be a slightly different thing to a general-purpose crypto lib that happens to be written using NSS as an implementation detail)
