Being on by default would just be easier. If it's off, we still need to separately instruct users to turn it on. That's obviously a lot easier than instruction them to change environment variables, so I don't feel too strongly about it.

Not adding Scripts into PATH, on the other hand, would make this enhancement pretty useless for us. If it's considered confusing that the installer adds a directory it doesn't create into PATH, perhaps the installer could be changed to also create that directory.
