It seems that I have been over-optimistic about uniformity of behavior.  With the focus issue different for opening Idle and opening subwindows in htest, I added it to the issue about refining htest #21624.

Given Mark's report, I must rebuild tcl/tk and make sure I am running with new .dlls before retesting.
