[issue21532] 2.7.7rc1 msi is lacking libpython27.a

New submission from Martin v. Löwis:

The 32-bit installer should include libpython27.a, the import library in GNU ld format. To build it, cygwin must be installed and on PATH when the MSI is built. The file will end up in libs/libpython27.a
