[issue18383] test_warnings modifies warnings.filters when running with "-W default"

Note: My issue #26742 has been marked as a duplicate of this one.

I confirm that "./python -Wd -m test -j0 test_warnings" doesn't complain "1 test altered the execution environment: test_warnings" anymore. Thanks for the fix.
