The run included Tim's patch that changed run_the_test() in
regrtest.py.  I didn't notice there were a few false positives
(AFAICT).  I think the problem is that gc.collect() needs to be called
at the end of cleanup() too.

This code:

import codecs
reload(codecs)

increases the total refcount because of gc garbage.  If you call
gc.collect() after the reload, there is no leak.
